ITR-V: The Old-School Verification That Still Works

If you cannot e-verify (no Aadhaar OTP linked, no net-banking EVC, no demat pre-validated), the physical ITR-V route remains. A throwback to 1990s paperwork bolted to an otherwise digital system. Rs. 15 postage, one signed printout, and a 30-day window. Skip any step and your return is treated as never filed. Late-fee under 234F kicks in, carry-forward of losses vanishes, the entire effort wasted. 1-2% of all filings still go this route every year, and ~40% of those get rejected.

By the end, you will know how to generate the ITR-V, where to send it, the three format rules that make CPC Bengaluru reject it unopened, and why this is the path of last resort.

The process. Five steps

  1. Download ITR-V PDF from the e-filing portal within 30 days of submission.
  2. Print on A4, ONE copy, in BLACK ink only (colour / laser colour / stylised fonts to rejected).
  3. Sign in BLUE ink in the designated box (signature must match PAN database).
  4. Send by ORDINARY post or SPEED POST to CPC Bengaluru (PO Box 1 Electronic City, Bengaluru 560500).
  5. Track arrival via speed-post receipt; CPC must physically receive within 30 days of filing.

The 30-day window is strict. If you filed on 31 July and ITR-V reached CPC on 1 September, the return is invalid. Filing date is not paused during the delay. Late-fee + belated-return rules kick in if it is past 31 July. Plan to post within the first week of filing, not the last.

Format rules that get returns rejected

CPC rejection triggers are surgical: (a) colour ink anywhere on the page, (b) stapling / pin holes through the barcode, (c) folded in half (the barcode at top and taxpayer info at bottom must be undamaged), (d) handwritten additions outside the signature box, (e) wrinkled / damp envelopes, (f) printout from photocopy (must be original PDF print), (g) blue-ink overwriting on printed text. Each of these is in CBDT Circular 8/2015 and enforced by CPC scanners.

The envelope: plain A4 envelope, no staples, ITR-V flat inside. Do not add covering letters, photocopies of PAN, or any other document. CPC scans only ITR-V. Anything else is stripped at sorting and creates delays. A completed ITR-V is self-contained; no supporting documents needed.

Courier is not accepted

CPC officially accepts only INDIA POST ordinary, speed post, or registered post. DHL / BlueDart / FedEx / any private courier gets returned to sender. The 30-day clock does NOT pause during the bounce-back. This is the #1 reason ITR-V returns are invalidated despite on-time dispatch.

Why this is the path of last resort

Four electronic verification modes exist: Aadhaar OTP (instant, free), net-banking EVC (instant, free at 50+ partner banks), demat-account EVC (for investors with pre-validated demat), bank-account EVC (pre-validated bank account). Any one of these takes 60 seconds. ITR-V takes 7-10 days minimum, costs Rs. 25-50 in postage, and has a meaningful rejection rate. Use ITR-V only if (a) no Aadhaar, or (b) the e-filing portal rejected all electronic modes (rare, usually PAN-Aadhaar linkage issue).

Colour ink or folded to instant rejection

CPC rejects ITR-Vs printed in colour, stapled, folded in half, or with any handwritten addition outside the signature box. Use a flat envelope, no staples, single-fold (do NOT crease across the barcode).

Courier not accepted

CPC accepts only India Post ordinary, speed post, or registered post. DHL / BlueDart / private courier gets returned to sender. Speed post is the safest: ~3-5 day delivery to Bengaluru, trackable, low rejection.

Missing the 30-day window. Consequences

ITR filed but ITR-V arrives on day 31+: return is invalidated. You must re-file (if still within 31 July, as belated under 139(4); late-fee Rs. 5,000 or Rs. 1,000). Carry-forward of business / capital losses is lost (not claimable in belated returns except HP loss). Re-filing as ITR-U is the fallback if past 31 December but permissive. Requires paying 25-50% additional tax.
